When you buy a new launch, you pay progressively as construction milestones are met (the Normal Payment Scheme) and receive a brand-new unit at TOP with a 12-month Defects Liability Period. No prior owner history, and the latest fittings and specifications.
The Scala @ Lorong Chuan, at 120 Serangoon Avenue 3, is a 99-year leasehold condo completed in 2013 with 468 units, developed by Circle Line Pte. Ltd. (a JV of Hong Leong Holdings, Hong Realty and TID). It's a genuine, fully-built resale option in the immediate Lorong Chuan area — not a hypothetical.
When you buy resale, you pay the full purchase price on completion, can rent out immediately, and can physically inspect the unit before committing.
